Romania: First EPC tender in public sector
Galati became the first Romanian local authority to launch a public procurement procedure to contract energy efficiency services for public buildings.
Galati is among the selected municipalities in a pilot program of the European Bank for Reconstruction and Development (EBRD), funded by the Global Environment Facility (GEF). The EBRD supports the creation of a market for energy efficiency in the public sector in Romania, for the benefit of public authorities and providers of these services. The program aims to rehabilitate a number of public buildings with private energy services companies (ESCOs), based on energy performance contracting.
The buildings related to this program are Galati’s Emergency Hospital for Children “Sf. Ioan”, with an estimated investment value of 6,166,100 RON excluding VAT, and a group of 5 schools of primary education, with an estimated investment value of 2,817,000 RON excluding VAT. Galati will award a contract for energy performance and design services for these buildings, following a public procurement procedure based on competitive dialogue.
