The vision of EESI 2020 was to get beyond the stage of Energy Performance Contracting (EPC) pilot projects to a broad roll-out. EPC has proven to be effective as a major tool towards energy saving for cities and regions, but just few examples exists for a systematic use in strategic programmes (like RE.FIT, Berlin Energy Saving Partnership). In the mid-term perspective, the goal is that each city considers EPC as a means to implement energy savings measures and if applicable uses EPC as a tool for comprehensive refurbishment projects and for a large number of buildings (or even beyond the building sector as for street lighting and other sectors).

The EESI 2020 team therefore followed a vision of EPC being a standard tool for energy efficiency and contributing to the achievement of an annual energetic refurbishment rate of public buildings of three percent. This was achieved through strategic and long-term EPC programmes successfully implemented in all nine cities and metropolitan regions.

The goal was to help working towards a framework in 2020 with EPC tools and procedures available and proven to be effective in most EU member states. The leading examples shall be multiplied by 2020 in already more than 100  large cities in Europe using EPC more than just for one time. Once demand has developed from the potential clients, naturally the answer from the supply side, but also from facilitators’ side was generated. So, by 2020 more than 50 EPC project facilitators were actively developing projects in Europe. These were energy agencies but also private consultants who have gained experience benefitting from EESI 2020 trainings and follow-up activities. Consequently, every potential client in Europe can get help from an experienced EPC project facilitator. Last but not least, the EESI 2020 partners themselves continued developing EPC projects also after termination of the   project period, initializing approximately 150 EPC projects with potentially 150 million Euro investments, primary energy savings compared to projections 53,000 toe/year and reduction of greenhouse gas emissions 116,000 t CO2e/year) until 2020.
